I can record videos of half-circles working just fine on my end, and unlike controllers that rely on dinput/xinput there shouldn't be any driver issues preventing all keyboards from functioning correctly. Half-circles would fall under that, since a player who hits punch/kick while they're currently on D+B (holding two keyboard keys) would trigger 2KRO on a bad membrane keyboard. It's worth mentioning that if your keyboard doesn't have NKRO, you may have difficulty doing certain inputs that require you to press multiple buttons at once. It's painful to perform those moves currently. Is there any way of ease things out? Newer games like "Street Fighter V: Arcade Edition" doesn't have this problem. I suspect that's how a real machine would behave, as both emulators work in that same way. In Mame and FinalBurnAlpha emulators, you can do the motion without worrying about avoiding pressing opposite directions, and the move will come out easily.
